From what I’ve seen, it looks like you are installing everything with pip into the system python. Did you try using conda to deal with the installation? Using conda usually pulls in all the necessary c compiled libraries that theano needs to work. Another alternative to make this reproducible would be to try setting up a docker image that can either be based on Debian buster or Debian stretch, and try to install everything into the system python in there.
