As @ricardoV94 said, having to crank up the target acceptance is an unambiguous signal the the sampler is struggling. The fact that a notebook in the PyMC documentation presents a model (plus data) which required a target acceptance value of 0.99 is not great and does not reflect best practices we would recommend.
