Updates Theano for Latest Numpy

Thanks for doing this. How best to install this archive?

I tried “pip3 install theano_1.0.5-pmb.tgz”
and got
“does not appear to be a Python project: neither ‘setup.py’ nor ‘pyproject.toml’ found”
