GSOC 2024 - Add PyTorch backend to PyTensor

Hello, @ricardoV94 ,

I am Harshvir Sandhu, a final year undergraduate student at the University Of Delhi, where I am pursuing a Bachelor in Technology in Information Technology & Mathematics.
I have been contributing to PyMC (PyTensor) for about a month.

I am interested in the Google Summer of Code 2024 project - “Add PyTorch backend to PyTensor”

Please guide me on how I can best prepare a proposal and what are the high level objectives to keep in mind when making the timeline.
